Was born in Jacmel off the southern coast of Haiti. He attended the Law School of Jacmel where he completed his law degree in 1996. A member of the Haitian Bar since 1996, Mr. Belizaire founded and ran an independent law firm from 2000 until 2004. In 2004 Mr. Belizaire merged his practice with and joined as a partner at Pasquet, Gousse et Associés.

Mr. Belizaire's is a litigation specialist as Pasquet, Gousse et Associés. His practice focuses primarily on civil procedure, criminal defense and commercial litigation.
